Because of the way the system is set up, the most important variable in this equation is you. Sending Chinese characters in email with ASPEmail

I'm trying to send an email using ASPEmail that will contain Simplified Chinese characters.  I've followed the instructions laid out in ASPEmails manual, but haven't yet been successful at sending the email with visible Chinese characters.  I have discovered what the problem is, but I don't know how to fix it or if a solution even exists.  The email body content is stored in a SQL Server database encoded as HZ-GB-2312.  Since the data is already encoded, the body of the email comes out blank since the ASPEMail object is attempting to encode it again.  

Is there a way to take this encoded text and "decode" it before handing it off to the ASPEmail object?
