getting 404 file not found error, but file exists on server

I have added files to my web server. I created a virtual directory to point to the folder that contains other folders that contain the .dat files.

When I go to the vitrtual directory I see the folders containing the files. I can enter any one of the folders and can see the .dat files in them. However, when I click on the .dat fiiles to download them, IIS returns a 404 error.

I have checked directory security (Anonymous not allowed) I have made sure that each user that should have access has full control of the folers and files. I have verified the permission through IIS and wiindows explorer.

When I use windows explorer I can open the dat files using notepad and wordpad.
