I'm an Oracle Certified Professional 8i and 9i DBA with 8 years of DBA experience (3 of which is as an Oracle Application DBA). My experience is a a production DBA.

I do have development experience (10 years at Cray Research and 5 years at IBM) but is it in operating and network systems (not Oracle forms, designer, developer, etc.)
