It was the ssl certificate and https.
Basically if there is an issue with the certificate when trying to use the outlook client over internet to authenticate..outlook will not authenticate at all. I won't even try and you'll receive the pop up box endlessly per MS support.
You either have to check your ssl certificate for the domain you registered it for with your Certificate Authority or make sure windows integrated authentication is working correctly on the system completely.
Also run the crm diagnostics in the environment you are having the issues it. That led me to check out the certificate. Received 2 URL errors under networking.
