ms publisher 2007 conflict with outlook 2003

Tags: publisher 2007, publisher 2007 keeps wanting to install when opeining outlook 2003 mail but it is installed

I have a client that has a new Dell PC. I installed office 2003 and then publisher 2007. When my client goes into outlook or goes to open a email publisher opens a window and says installing some software.
Thats every email she gets.I checked it out but found it wasn't consistent. It only happened once when I as there and many times after I had gone. any guesses out there.
