Publisher won't print multiple copies

I have a custom set of labels created in Publisher.

They are formatted 2 wide, on a continuous roll. Attached are some screen shots of what the set-up looks like.

Publisher will only print one set of labels (i.e. 2 labels), regardless of how many copies I choose.

How do I get publisher to print multiple copies of this label?
