I suspect the problem may have nothing to do with Visio, per se, but with a little-used key on your keyboard -- the scroll lock key (located in the upper right of most keyboards). If the scroll lock is on, the arrow keys will, in fact, move the sheet and not the selected shape. The scroll lock key toggles the setting so if the problem is happening, just press it once to turn off the lock. (BTW, on many keyboards there is a light that comes on when scroll lock is set, just as there is for shift lock and num lock.)

as fa as I know, moving the sheet is not possible... However, if you have some shape that is put in the background (like a large, white rectangle) you might not recognize it as a shape. And in such a case it becomes a bit tricky to select the right object. You are absolutely sure that the green dots are highlighed on the shape you want to move, and not some other object ?
One way to verify what you actually are focused on is by enabling the "Drawing Explorer". (Menu View, Drawing Explorer Window). Open up Foreground pages, the page in question and inspect what shapes you have. You can even click on a shape name in the Drawing Explorer, and it will put the green dots around the shape. However, to move it you must click on the right shape in the drawing pane.
Did you try shift-arrow key to move the shape ? Did that do the same ?
