katjaf--A little searching around suggests webrec.cab is part of the software for surveillance cameras or DVRs associated with them. If you have such equipment, you might content the manufacturer. If indeed, this equipment is in someway involved with your laptop, perhaps an uninstall and reinstall of associated software?
P.S. Did you try the fix suggested in the link within the link I mentioned earlier
"In IE options, Advanced tab - check "Allow software to run or install even if the signature is invalid"
And uncheck "Check for signatures on downloaded programs" " ?

Are you using IE7 on your laptop?
Since your laptop works, compare the Internet Options line by line to see any setting difference.
Make sure you have the lastest version of Java. Make sure your security settings are the same.
