How are you doing?
Navigate to the file and try opening it in Notepad (right click and Open With...) if you have .wps file extensions. Then you can copy the text in the document to Word 2007. This is not going to keep the formatting, but should allow you to extract the text.

As far as I can tell, Office 2000 is the "Newest" version of Word that can read Works 4.0 files.
Word XP (2002) might as well, but I never installed it.
You can still get legit copies of Office 2000 online or on Ebay.
I have seen File convertes on the MS Site, but none that specifically convert Works 4.0 files
