OK, before you give me the standard answers, I have already tried ALL of them.  Numerous times.

I need help to figure out why I cannot see my contacts when clicking the TO button.  I have tried to delete the Outlook Address Book in Account Settings but the Remove button is greyed out.  I have tried to add a new address book but it says I cannot add another Outlook Address book because I already have one installed, however, I cannot delete it.  Infinite loop!

I have totally uninstalled Outllok 2007 (or as Vista does, I have made it "Not Available") and then "reinstalled".  Twice.  No joy.
