Setup:
Hardware (Terminal Server):
2 x Quad Core CPU
32GB Memory
15k 72Gb SAS disks in Raid 1 (OS) and Raid 5 (Apps)

Software:
Windows 2003 SP2 R2 Enterprise Edition x64 fully patched with Terminal Services installed
Office 2007 with SP1 fully patched
Windows Desktop Search 3.01
eTrust ITM x64

This server should be able to handle 200+ servers without breaking a sweat and I can only get 15 users onto it until performance within Outlook degrads. The entire session is quick and responsive except for opening or previewing emails. The Exchange server is backed on a SAN and is not the bottle neck as its been completely fine tuned

I have done this setup with the exact same hardware and tried using Citrix 4.5 with FR1 x64 and still get the same issue. Up to 15-17 users Outlook works as expected, super fast - any more than that, it gets slow. Once 45 users are on, it takes a solid 10 seconds to open an email but the rest of the Office suite responds fine.

BCM is not installed, RSS feeds are disabled. WDS has been turned off and same with AV in testing which doesn't make a difference.

Perfmon on the boxes don't throw any red flags. Anyone know what's going on or have any suggestions? I am raising a PSS ticket with Microsoft about this at the moment.
