Outlook slow to open messages but not in Safe Mode

Hey guys, we are running Exchange 2007 without service pack 1 on Windows Server 2003 Standard Edition. All of the users are running Office 2007, and here recently only 3 of the users are having the issue I am about to describe out of 100 or so mailboxes. When these 3 users try to open a e-mail it can take anywhere from 10 to 20 seconds to open (With attachment and without). However, when I open Outlook in Safe Mode there is no delay in opening the message (With attachment and without). I have run across numerous articles that talk about disabling the add ins, having a corrupt profile, or having a corrupt install of Office. I have reinstalled office, created a brand new profile, and disabled the add-ins with same results. Oh, and Service pack 1 for Office 2007 does not fix this issue either. Any ideas??
