Outlook 2007 Cannot send email and no errors are shown

I have a new computer running WinXp Pro. I installed Office 2007 pro and Used ABF outlook archive tool to restore my outlook setting / mail / and contacts from old pc.

Here is the issue. I can receive email and send out test email via outlook setup wizard. But I cannot send email. The message remains in the outbox and no errors are displayed.

Any help would be appreciated.
