Cannot create a web application

Hi,

Brand new install of sharepoint services 3.0 and sql server 2005 on Windows 2003 Standard Server - all apperas to be working ok.  When I go to create a new Web Application through central admin I get an error.  

Bascially I go through the create web application page, enter all of the details that need to be entered and then when I click on finish, the next screen (after the progress bar) says that the upgrade is done but with errors.  Then when I try and view my central admin I get a service unavailable error.
