I am tring to change the "Regional Options and Languages" on client machine when the "User Group" user is logged in. I am trying to do that in MFC. I am getting problem in getting the rights for changing the setting.
For Installation I am planning to use Inno Setup. If we change these setting from Inno setup then even that is also ok.

Your clients are in a domain or are standalone ?
If you have a domain you ca use a logon script... (or put it in the "start up" folder for stand alone pc)
Export the registry keys HKEY_CURRENT_USER\Control Panel\International in ex. regional.reg
then create a logon script like this
::chgRegional.cmd
:: need regional.reg in the same folder
:: change regional settings for the user "User Group"
if /I [%username%]==[User Group] regedit /s %0\..\regional.reg
:: end batch chgRegional.cmd
