Copy & Paste Picture Error in Published

Issue: trying to copy logo into Publlisher 2007 and it gives error.  Another employee sent two versions of the logo and was able to resize and save one on MS Picture Manager, but the second one wont save.  I get this error:(see attachment) Version of all programs (2007)

this is what has been tried:

restarted computer and tried a few times.

copied the resized version and tried to paste it into Publisher and get this error:ATTACHED
