Reinstalling OS Windows XP when windoes does not start-up

How can I reinstall my OS if my computer does not start properly, as in my windows never starts up, my desktop is completely black with only my mouse cursor showing?

My OS does not start in safe mode, I have the OS reinstall CD but I dont know how to run it without my windows working?
