Wondering if there is a way to create a group policy to distribute an *.exe?

I know there isn't a way to use GPO to distribute .exe files.  But, for some reason, Microsoft distributed .net FrameWork 3.5 as an executable.

I have about 200 Windows XP Workstations that need to have .net 3.5 FrameWork installed.
