asp.net error when trying to open solarwinds web console

I am getting the below message when trying to open the web console for Solarwinds network monitor software.

Windows xp Professional w/ IIS 5.1
.net framework 3.0 and 2.0

When I type in 127.0.0.1 to get to the website i get the following message, This should be easy for an expert who knows .net
