CASPOL syntax

Hello, I am having trouble getting machines to trust a WINAPP that is housed on a network drive.  Usually I install applications locally but this is getting to be cumbersome when we need to do changes.  I started looking at the CASPOL command line utility and it sounds like it is going to do what I want it to but I can't get it to work.  The command lines that I pass say successful but when I run the app I still get the warning that it is not fully trusted.  Here is the command line that I am using..

CasPol.exe -m -ag 1.2 -url file:\\SHARENAME\FOLDERNAME\TODEV.exe FullTrust

I have also tried this..

caspol -machine -chggroup LocalIntranet_Zone FullTrust

I want to accomplish the following.  
1) I want to trust ONLY the application that I am running
2) I want to house the .exe on a share
3) I want to deploy the command via a batch file, hopefully without prompting the user.
