Form properties not changing when page is a post back

I am trying to change a target of a form on a page on post back.  The target of the form are 2 iframes.  I want to fill the first iframe in the first postback and then fill the second iframe on the next postback leaving me with 2 different iframes.  This switch is done by using a text field which corresponds to the code's stateString.

I am having trouble with it as the settings for the form does not seem to reflect what I have written in the code.  As you can see it is a pretty simple piece of code that sets the target of the form which is named "form1".  The stateString is part of the form which is posted back.  When I stepped through the code, it enters the if statements correctly and sets the target correctly.  But when the page is loaded the target is not changed and is still the default setting.

Is there something missing from my code?  Is the code in the right place? (i.e. Page_PreRender...but I have also tried the code inside page_load)  I am starting to think it has something to do with the viewstate.
