Visual Studio 2003: can't open .csproj file or .sln file

I'm getting the following error message trying to open a Visual Studio 2003 project file. I used to be able to open the file okay, but then I had to re-install Windows and that messed everything up. How do I map a file path to a URL? Thanks.
