Does a 2003 (7.1) app always need the .Net Framework on the target machine

I am modifying a library which was written with version 9.0 and an app which was written in 6.0.   I have chosen 7.1 as a common platform.   Although the app is a "console" app, it is quite complex, uses multiple threads, sockets etc. The app has been modified, compiled and linked with the library.   All all appears to work on my development machine.   My question now revolves around the .Net framework.

When I attempt to run this app on the target machine from a console window it does nothing, no messages, no warnings, nothing.   I tried running it on another machine that had the 2003 development environment installed and it ran fine.  So I assumed this was because the framework was not installed.  

On investigating the original target machine I found that 1.* framework was in fact installed.  I chose to install the 2.* framework and tried again, again the same result, no messages, nothing.  Next i will try the 3.0 and then the 3.5 framework.   I have been installing these using the "distributable" package downloaded from MSDN.

Question(s):
Do you think the issue is the framework?
How do I determine which framework will be required?
Is it possible to compile and link an App under .Net 2003 which will not require the framework and if so, what are the switches?
