VS 2008 Trial Professional Edition fails to install .NET Framework 3.5 on Windows Vista Enterprise

I'm attempting to install VS 2008 Trial Professional Edition on a Windows Vista Enterprise OS running on a Dell Laptop D630.
It fails to install .NET Framework 3.5. So, I downloaded the .NET Framework 3.5 setup file by itself and it also fails to install. I attempted to install .NET Framework 3.0 SP1 (since Vista already has .NET Framework 3.0 included in it by default) and I also received an error message but it said tht .NET Framework 3.0 is not supported on Vista. So much for that...
I'm on a Corporate Network but , to the best of my knowledge, I don't believe they have any restrictions or polices set to block it.
Does anyone know if there is a setting that might need to be disabled/enabled in the Registry to allow 3.5 to install or a configuration setting I might be missing to get this installation to work. Software should (for the most part) install right out of the box but Microsoft is notorious for delivering products that always require some sort of workaround.

Keep in mind I received VS 2008 at a Microsoft Event and it is the final release but I have to wait for a license to be shipped to disable the 90 day trial setting. I've been trying to install this now for an entire week but to no avail.

Try this,

Click on the Start menu, choose All Programs, then Accessories, then right-click on the Command Prompt item and choose Run as administrator
Run .NET Framework 3.5 setup from the administrator cmd prompt that appears

If the above work around does not help, you can use the following steps as an alternative:

Click on the Start menu, choose Run, type appwiz.cpl and click OK
In the Add/Remove Programs control panel (or the Programs and Features control panel in Windows Vista), choose the item on the left side that is named Add/Remove Windows Features (or Turn Windows Features on or off in Windows Vista)
Locate the Internet Information Services (IIS) feature and choose to fully uninstall IIS
Re-run .NET Framework 3.5 setup
(optionally) Go back to the Add/Remove Windows Features control panel and re-install IIS after .NET Framework 3.5 setup completes

No, no beta versions installed. However, I looked at the Path for the version of .NET Framework 3.0 and it appears to be outdated. Not sure why or how but I'm about to try the suggestions you provided. Currently Im in our Corporate Network and I went and uninstalled .NET Framework 3.0 using a Tool that removes it for you. Problem now is when I attempt to update it with the new .NET Framework 3.0 version, it gives me the following error, "You must use "Turn Windows features on or off" in the Control Panel to install or configure Microsoft .NET Frmework 3.0 x86". So, the Corporate AD Policies have the Windows Update feature blocked.

Would you happen to know if I could re-enable this Policy. I'm not sure it would work if it's an AD Policy. I know you can override Local Policies w/o incident.

Again, this is a side by side install with VS 2005. It's not an upgrade so, who knows. I may have to uninstall VS 2005 but I'm not ready to take that risk to still discover that VS 2008 /.NET Framework 3.5 still won't install.

FYI, I've completely removed IIS 7.0 and .NET Framework 3.0 through the "Turn Windows Features on or off" option, rebooted the PC and then turned the .NET Framework 3.0 back on. Attempted to install .NET Framework 3.5 stand alone package, looks as if it's installed by the graphical representation of the ProgressBar (and man does it take forever, almost one hour) but it never finishes.

Yes I did. That didn't help. What I did do was set up VS 2008 on a clean Vista Enterprise Desktop and it worked just fine. I've since rebuilt my PC with XP Professional because we're still certifying it within our Company. Once it's certified I'll load up Vista but not until that time. I'm going to give you the points because a lot of what you recommend "could" have potentially caused the VS Install to fail.
