Best IDE/toolset for converting asp to asp.net

Hello,

I have been put in charge of a very large project to move our ols asp pages in iis5 to asp.net iis6.0.

My question is what tools/development environment would make this move easiest.

My current set of tools/ides are:
      Visual Studio vb.net 2008 express
      Visual Web Developer Edition express
      Jedit
      Sql Server 2000

I know we will have to move to a professional /team edition not sure which as I am more or less going to be the only developer (there are 4 others but I will be the main one)

The constraints (besides monetary which is unknown at this time) are
      Must use VB.net as much as humanly possible
      SQL Server 2000
      Windows Server 2003


I will award points to the person who most closely matches what we end up going with so this question may remain open for a while.
