Are you asking if the ReportServerTempDB in your Production environment should be synchronized with the ReportServerTempDB in other environments (like Acceptance, Development, ...)? Then the answer is "no, it shouldn't".

The ReportServerTempDB is used to store temporary information. Different environments usually use different data to test the reports. When you deploy your reports in your Production environment, you should ensure that your reports' data sources connect to your Production Databases. The easiest way to do that is by using Shared Data Sources. When you've deployed your Shared Data Sources, you just ensure that they point to your Production databases (through the Report Manager) and that's it.
