I had similar problem.
The sqlsrv32.dll and odbcbcp.dll do not have identical versions.
Check the versions of this dlls.

When I tray run the bcp program, I receive the message "DIAG [S1000] [Microsoft][ODBC SQL Server Driver]ODBCBCP/Driver version mismatch (0)".

When running the BCP-command from a client, the client also must have an ODBC-driver version 3.70....
Check your versions on the server and on the client. Also check you are using the BCP for version 6.5 when running on 6.5, the bcp-version of 7.0 when running version 7.0.
