Declaring a recordset in code

In access, you can open a table in code, move through each record and update at will. I would like to do the same in SQL (6.5). I know that you can create a cursor to create a temp table of sorts, but that doesn't accomplish my objective. I need to actually open the table and move through each record, and make changes to each record on certain criteria. Using the cursor to pass data to a variable and updating that way will not work.
