I need to be able to do that either thru OSQL or any other code that can finally be encapsulated and run thru an Installer program.
The .NET option is definitely not available for this application

I have to programmatically (thru ADO or similar) find out which installed instances of SQL Server 2000 or MSDE are currently running on the local machine and then prompt the user to stop each one of them. If this can be done thru a utility like osql, it is also acceptable.

I'm not quite sure how to determine the instance of SQL Server but what i can suggest you is if there is a MS SQL Server on the local machine you definitely can find MS SQL service in the Services on the local machine programmatically and after that you can use SQL-DMO object model to start, stop continue the main SQL Server service.
