Naturally the multiply by 100 is just to get from a decimal to a percentage (0.50 = 50%).
The inner cast -- DECIMAL(5,2) -- is to force SQL to do decimal rather than integer arithmetic. In SQL, one integer divided by another yields an integer only, for example:
SELECT 4/5 -- = 0
but:
SELECT 4.0/5 -- = 0.800000
The final CAST is of course to cut the result down to 1 decimal place; if you don't want any -- such as 4% instead of 3.8% -- change the final CAST from DECIMAL(5, 1) to DECIMAL(5, 0) or to INT :-) .

You need to multiply 24 by 100 and then divide by 1251 (or divide and then multiply, doesn't matter).
For example:
SELECT CAST((CAST(47 AS DECIMAL(5, 2)) * 100) / 1251 AS DECIMAL(5, 1))
