Automatically change ownership and grant permissions

I'm using MS SQL and tend to go between dev and production databases fairly frequently, moreso exporting new production data to dev. Each time I run a grant stored procedure that changes the ownership to dbo and adds permissions to for the web application user account. Is there an automated stored procedure that would loop through all my tables and automatically change them to dbo and ensure that permissions are set?

I use Access Projects to export and have MSDE 2000 desktop engine running on my computer.
