How to take the benefit of SQL server’s index

Hi,
I am confused about to take the benefit from the index of ms sql server 2000.
One of my long query I have found that some times it takes the benefit when I use static query.
But not for dynamic query.

To check scenario, I made a dummy table  MyTable.
And do the following test.

I have a table as follows:

CREATE TABLE [dbo].[tbl_MyTable] (
      [Event_Start] [datetime] NULL ,
      [Event_End] [datetime] NULL ,
      [mUnit] [varchar] (15) COLLATE SQL_Latin1_General_CP1_CI_AS NULL ,
      [mBSC] [varchar] (15) COLLATE SQL_Latin1_General_CP1_CI_AS NULL
) ON [PRIMARY]
GO

CREATE  INDEX [IDX_PK] ON [dbo].[tbl_MyTable]([Event_End]) ON [PRIMARY]

If I do query like :
select * from GPRA.RA_P06.DBO.tbl_MyTable as cd
where CD.event_End >=’2006-01-01’
and CD.event_End<’2006-01-02’

Sometimes It takes the advantage of index and output comes fast

But For the following:

declare @StartTime as datetime
declare @EndTime as datetime


set @StartTime='2006-06-15'
set @EndTime='2006-06-16'


select * from GPRA.RA_P06.DBO.tbl_P06_CellDown as cd
where CD.event_End >=@StartTime -----(select Convert(Char(10),getdate(),121))
and CD.event_End<@EndTime


It scan through the table rather than index scan. So it takes time

Can any one plz help me on that…..
