MS Access to SQL Server translation of IIf to Case When

I need to translate a bunch of old access queries to run on sql server 2000. Here is the syntax:

Max(IIf(([CIF Vol - Prior Year]!MtgVol Is Null Or [CIF Vol - Prior Year]!MtgVol=0) And ([CIF Vol - Prior Year]!CmlVol Is Null Or [CIF Vol - Prior Year]!CmlVol=0) And ([CIF Vol - Prior Month]!MtgVol Is Null Or [CIF Vol - Prior Month]!MtgVol=0) And ([CIF Vol - Prior Month]!CmlVol Is Null Or [CIF Vol - Prior Month]!CmlVol=0),+"New Customer")) AS NewCust,

I have tried a conversion utility someone wrote but it bombs.
