Executing SQL  Stored Procedures

MSSQL SERVER 2000:

SQLServer rules: (restrictions)

You can execute CREATE INDEX in database A and have it create the index in database B.
You can NOT execute DROP INDEX in database A and have it drop an index that exists in database B.
You can NOT have a USE command as part of a stored procedure.
 
Here is the challenge:

I have a stored procedure that exists in database A.  The stored procedure moves data from database A  to database B.  Because of the volume of data and the indexes in database A the procedure takes over 12 hours to run.  When I make a just a script that USEs database B , drops the indexes, USEs database A moves the data, USEs database B, and recreates the indexes the process takes 4 hours.  How do I write a stored procedure that can do all this and run in 4 hours?
