INNER JOIN table WHERE contains two records with specific ID's

I have a table of Policy Status Changes (PLST), which have the Policy ID (PLCY_ID) as a foreign key.

I'd like to create a SQL statement that gives me all policies (PLCY_ID's) WHERE there is a record in the Policy Status table where PLST_ID=4 AND PLST_ID = 10, and grab the respective DT_CHANGE for both.

PLCY_ID  PLST_ID    DT_CHANGE
1                  4               1/1/2000
1                  10             1/5/2000
3                 4                 4/4/2000
4                  4                6/1/2000
4                   10             6/2/2000
5                   5               5/1/2000
6                   4               5/1/2000

Desired output:
PLCY_ID         PLST_ID_4_DT            PLST_ID_10_DT
1                    1/1/2000                       1/5/2000
4                    6/1/2000                       6/2/2000
