The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Because of the way the system is set up, the most important variable in this equation is you. Update duplicate datetime records to ensure PK is unique

I have a table which has a 2 column PK (ACCOUNTID and OBSERVATIONDATE). I have duplicate OBSERVATIONDATES which I need to update with unique values so that the PK is unique. Each account may be observed several times a day. I'd like the observations to be random dates between (2004 Jan and 2006 Dec).

The date is in the YYYY-MM-DD HH:MM:SS format. Can datetime columns be unique if the 'YYYY-MM-DD' part is the same for multiple records?

I have the following cursor but there is something wrong with it.
