How to grant someone "Alter Any Login" access in SQL 2000

In SQL 2005, I can use the statment "Grant Alter Any Login to UserId" to allow a user to manage logins on a particular server.  Is there a way to do the same thing on SQL 2000?  Thanks.Start Free Trial
