Help with Mocrosoft Licensing

can someone please briefly explain the various microsoft licensing options available to businesses.  Open license vs enterprise license.

My organization will need to purchase a new server and install microsoft sql 2000/2005 on it.
About 475 users will connect to the database.

What are the costs involved?  We pay for the sql install on the server and then a certain amount per user cal?  What is that amount and how does it compare to the cost of licensing per processor.(server would be a dell poweredge 2950)

I tried googleing for this first but its still not clear.
