combine 2 columns

first:               last:
200222785      3
200417149      7
200467923      3
200570251      6
200592672      10
200868731      3
200000000      10


SELECT     LEFT(one, 9) AS first, RIGHT(one, 1) + 1 AS last
FROM         dbo.complete_db


i need to combine both columns... Not Adding them "200222785      3" but as  "2002227853"
also like "200000000      10" can only be 10 characters,,,..
