sql 2000 - high processor queue length

I've been running PerfMon on our sql server 2000 box and based on some tuning guidelines I've found, the processor queue length averages 3-4 on a 1 cpu box. According to the recommendation, we should consider reducing the Maximum Worker Threads. I'm not sure entirely what this is supposed to do or how it may help (we are having performance problems, and this seems to be the only value in the test that seems to push the limits). Has anyone else done this and seen some type of improvement or are there other performance test values to check out first?
