Compress or Purge old information from transaction logs

Ok we've got a Track-It server running Windows 20003 and SQL 2000 Express and right now our transaction log size has reached 41gb...yes GB not MB.  Anyway I know it's a bad situation and I honestly do not know enough about SQL to get it straightened out.  this server is one of thsoe that just sits and runs and never has issues..until today.  So what I am looking for help with is how to go about reducing that size the correct way.

Also should I be looking at upgrading this db to possibly SQL 05?  We have it in-house so that's why I ask..
