i validated the path and permissions before I posted this question. Here is what is in the startup parameters field
Server\MSSQL.1\MSSQL\
i
C:\Program Files\Microsoft SQL Server\MSSQL.1\MSSQL\Data\
but still get same error.
I am receiving the following error when service attempts to start.
initerrlog: Could not open error log file ''. Operating system error = 3(The system cannot find the path specified.). Event ID 17058
This is not a clustered install. Service was working fine, now it is not.

Ok.. An easier way to go..
Is it possible to reinstall SQL Server express in your machine.
You can copy the existing databases mdf and ldf files and attach it to your new installation...
Also you can install SQL Server 2005 Express SP3 from here.

You would have either removed or moved error logs of SQL Server and hence you are obtaining this error.
