How to create XML files, with an XML Editor(?), from MS-Access linked tables to MS-SQL

Recommendations on an XML editor (not freeware), for creating XML files from data in MS-Access linked tables to MS-SQL, on a project I inherited and I am looking to learn XML.

Have the following:
"      MS-SQL database
"      MS-Access linked tables to MS-SQL database
"      XML files (samples below)

Need recommendation on:
"      What XML editor to facilitate creating XML files (not looking for freeware but a solid XML editor). Read about XMLSPY, STYLUSSTUDIO, OXYGEN, and a unable to determine which may be best or do I need two editors?

"      How best to create the XML sample files from data via the linked tables to match the sample files below.

Do I attempt to use SQL statements to output the data or is it better to use VBA to generate the files?

I probebly need additional XML understanding to work through this project, so recommendations here would be appreciated as well.
