SQL 2005 Publications

Having problems with a SQL 2005 installation.  It will not allow me to create a local publication.  When I right-click on the Local Publications folder to add new publication...the UI just sits there and if I try anything else I get the is Busy down in the system tray...eventually it just returns...no errors, etc...
I have already setup replication on my test server and I had no problems with it.
My New server is Win 2003 Enterprise x64 and SQL is currently Standard Edition (64-bit) 9.00.1399.06 (x64) Oct 14, 2005
My Test server is Win 2003 Standard Edition and SQL is Enterprise Edition 9.00.3042.00 (intel x86).

I have downloaded the service pack 2 for the New server but haven't applied it yet. Has anyone had this issue before and what is the best way to correct it.  Just can't get the server to run the Add Publication Wizard.Start Free Trial
