"Left Outer Join" and "Right Outer Join" help needed !!

Hi,

I have the below LEFT OUTER JOIN:

SELECT a.EmpName, b.DeptName
FROM Emp a LEFT OUTER JOIN Dept b
ON a.DeptNo = b.DeptNo

If i need, i can write

SELECT a.EmpName, b.DeptName
FROM Dept b LEFT OUTER JOIN Emp a
ON b.DeptNo = a.DeptNo

Here i don't need RIGHT OUTER JOIN.

So WHY DO WE HAVE RIGHT OUTER JOIN ? Can you please explain ?
