SQL 2005 Standard w/64bit OS or Workgroup w/32bit?  Single or Dual CPU?  what is the right choice?  how to decide?

we are considering the separation of our SQL 2000 Workgroup from IIS6.  currently they are both on the same server.  IIS6 runs a .net app in multiple Application Pools.   The current server is dual CPU with 4GB of RAM (win2k3 32bit Standard) that will continue its role as IIS6 server for the .net app.    however we'll modify the .net app to point to a new SQL server for the database.  which bring up the following Q:

 the monthly msft licensing fees for hosted SQL Standard or Workgroup w/most dedicated web-hosts is a considerable jump.   that also doubles with multi-CPUs.  so we would like to know which version of SQL and whether multiple CPU licenses will benefit our app to help us decide the following:

SQL 2005 Standard w/64bit OS or Workgroup w/32bit?  
Single or Dual CPU?  

another layer to this Q is should we consider win2008 server w/SQL 2005?
should we wait for SQL 2008?

we are not sure how/what type of metrics from the existing server we must monitor/use to make a calculated/informed decision with the future growth taken into consideration as well.
