Which Clause or Comparisons to use in T-SQL?

Tags: SQL Server 2005, IE 6.0 SP2
Not sure I'm going to be able to explain this one correctly since I don't have the tables setup the way I want yet. I'm looking for a routine. Here is a routine I need to run below. I just need to know what comparison operators/clauses I would need to use to get a software package that is installed but also check if another version of software was installed. I'll be using VB.NET to pull the information up using the Query.

we are looking for a query that will tell us all the PCs that have LEAN.DESKTOP.MODEL.UPDATE_XP_ESE_I^17.0.0.0.4, but do not have LEAN.DESKTOP.MODEL.UPDATE_XP_ESE_I^18.0.0.0.1 (latest version just pushed out).
