How to get Windows and SQL server to use more than 1.7GB of RAM?

Hello,
I have a windows enterprise server 2003 with 8GB of ram.
These are the boot parameters.

multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Windows Server 2003, Enterprise +3GB" /fastdetect /3GB /PAE /NoExecute=OptOut
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Windows Server 2003, Enterprise " /fastdetect /PAE /NoExecute=OptOut

The server is running SQL Server 2005.
In the SQL Server 2005 the option "Use AWE to allocate memory" is enabled.

When I have ONE user connected, and executes a program which queries the 20GB in size database, I notice that the SQL server takes 1GB of ram.
When the Second user connects and executes a different query, then the RAM usage increases to 1.7GB of RAM.

But it never surpases this limit. I have 35 uses querying the database, the disk Queue is going through the roof, and I have 6GB of ram available... SQL Server just does not (is not able to?) use up more than 1.7GB of ram.

As max server memory I have 2147483647MB (default value)

Whats missing?

You can use awe
in query check whether awe is enabled:
sp_configure 'show advanced options'
go
If it is 1, awe is enabled.
sp_configure 'show advanced options',1
RECONFIGURE
go
sp_configure 'awe enabled'
go

if the current value is 1, awe is enabled.
sp_configure 'awe enabled',1
RECONFIGURE
go
Once awe is enabled, you can set the min/max of system memory allocated to awe when the sql service starts

sp_configure 'min server memory', min size in kbytes
RECONFIGURE
go
sp_configure 'max server memory', max size in kbytes
RECONFIGURE
go

show advanced options,  config_value=1, run_value=1

sp_configure 'show advanced options',1
Configuration option 'show advanced options' changed from 1 to 1. Run the RECONFIGURE statement to install.

sp_configure 'awe enabled'
awe enabled, config_value=1, run_value=0

sp_configure 'awe enabled',1
Configuration option 'awe enabled' changed from 1 to 1. Run the RECONFIGURE statement to install.

Why is running value of "awe enabled" 0. Shoudn't it be 1?

When you ran the command, the running value was 0 meaning disabled.  I think the default assumption is that memory might be limited on the system.  If a company decides to add more memory to the server, they can enable the functionality and allocate as much memory as the server has.
Once you changed the run_value to 1, sql will grab all the memory you specify at startup and will use awe to manage memory usage of the sql service.
