Report Server: Cannot connect to the configuration database (KB 823287)

I've installed report server but can't open the page in a browser. I get the following error:

Cannot connect to the configuration database. For tips on troubleshooting this error, search for article 823287 in the Microsoft Knowledge Base at http://support.microsoft.com.

Application name: Default Application
Application pool identity: Network Service

I tried the KB article, but it won't work. I tried to give the Network Service login admin rights, but that didn't help.
