Which would be better: One Big SQL server Enterprise Cluster or Single standalone SQL Server Express  on VM Ware?

I have a lot of small, seperate databases that are accessed by many different web applications. Each database is usually a hundred or so megs in size. One may be a gig tops. Adding them all up there would be multiple gigs in size but because they are all seperate and distinct databases I can seperate them easily. Does it make sense to create one big MS SQL Server enterprise cluster and pay the licensensing fees to MS for the per processor charge and such or does it make more sense to use our existing VMWARE environment and put up multiple SQL server express free virtual servers to handle a couple of these small databases each? The SQL cluster would appear to be easier to manage since it is one big sql instance or is it?  Just looking for some good discussion on this. What should i be considering or looking into?
